  • New computer virus spreads from Ukraine to disrupt world business, Reuters, business computer.#Business #computer

New computer virus spreads from Ukraine to disrupt world business

FRANKFURT/MOSCOW/KIEV (Reuters) – A new cyber virus spread from Ukraine to wreak havoc around the globe on Wednesday, crippling thousands of computers, disrupting ports from Mumbai to Los Angeles and halting production at a chocolate factory in Australia.

The virus is believed to have first taken hold on Tuesday in Ukraine where it silently infected computers after users downloaded a popular tax accounting package or visited a local news site, national police and international cyber experts said.

More than a day after it first struck, companies around the world were still wrestling with the fallout while cyber security experts scrambled to find a way to stem the spread.

Danish shipping giant A.P. Moller-Maersk ( MAERSKb.CO ) said it was struggling to process orders and shift cargoes, congesting some of the 76 ports around the world run by its APM Terminals subsidiary.

U.S. delivery firm FedEx Corp ( FDX.N ) said its TNT Express division had been significantly affected by the virus, which also wormed its way into South America, affecting ports in Argentina operated by China s Cofco.

The malicious code locked machines and demanded victims post a ransom worth $300 in bitcoins or lose their data entirely, similar to the extortion tactic used in the global WannaCry ransomware attack in May.

More than 30 victims paid up but security experts are questioning whether extortion was the goal, given the relatively small sum demanded, or whether the hackers were driven by destructive motives rather than financial gain.

Hackers asked victims to notify them by email when ransoms had been paid but German email provider Posteo quickly shut down the address, a German government cyber security official said.

Ukraine, the epicenter of the cyber strike, has repeatedly accused Russia of orchestrating attacks on its computer systems and critical power infrastructure since its powerful neighbor annexed the Black Sea peninsula of Crimea in 2014.

The Kremlin, which has consistently rejected the accusations, said on Wednesday it had no information about the origin of the global cyber attack, which also struck Russian companies such as oil giant Rosneft ( ROSN.MM ) and a steelmaker.

No one can effectively combat cyber threats on their own, and, unfortunately, unfounded blanket accusations will not solve this problem, said Kremlin spokesman Dmitry Peskov.

ESET, a Slovakian company that sells products to shield computers from viruses, said 80 percent of the infections detected among its global customer base were in Ukraine, with Italy second hardest hit with about 10 percent.

    ETERNAL BLUE

The aim of the latest attack appeared to be disruption rather than ransom, said Brian Lord, former deputy director of intelligence and cyber operations at Britain s GCHQ and now managing director at private security firm PGI Cyber.

My sense is this starts to look like a state operating through a proxy . as a kind of experiment to see what happens, Lord told Reuters on Wednesday.

While the malware seemed to be a variant of past campaigns, derived from code known as Eternal Blue believed to have been developed by the U.S. National Security Agency (NSA), experts said it was not as virulent as May s WannaCry attack.

Security researchers said Tuesday s virus could leap from computer to computer once unleashed within an organization but, unlike WannaCry, it could not randomly trawl the internet for its next victims, limiting its scope to infect.

Bushiness that installed Microsoft s ( MSFT.O ) latest security patches from earlier this year and turned off Windows file-sharing features appeared to be largely unaffected.

There was speculation, however, among some experts that once the new virus had infected one computer it could spread to other machines on the same network, even if those devices had received a security update.

After WannaCry, governments, security firms and industrial groups advised businesses and consumers to make sure all their computers were updated with Microsoft ( MSFT.O ) security patches.

Austria s government-backed Computer Emergency Response Team (CERT) said a small number of international firms appeared to be affected, with tens of thousands of computers taken down.

Security firms including Microsoft, Cisco s ( CSCO.O ) Talos and Symantec ( SYMC.O ) said they had confirmed some of the initial infections occurred when malware was transmitted to users of a Ukrainian tax software program called MEDoc.

The supplier of the software, M.E.Doc denied in a post on Facebook that its software was to blame, though Microsoft reiterated its suspicions afterwards.

Microsoft now has evidence that a few active infections of the ransomware initially started from the legitimate MEDoc updater process, it said in a technical blog post.

Russian security firm Kaspersky said a Ukrainian news site for the city of Bakhumut was also hacked and used to distribute the ransomware to visitors, encrypting data on their machines.

    CORPORATE CHAOS

A number of the international firms hit have operations in Ukraine, and the virus is believed to have spread within global corporate networks after gaining traction within the country.

Shipping giant A.P. Moller-Maersk ( MAERSKb.CO ), which handles one in seven containers shipped worldwide, has a logistics unit in Ukraine.

Other large firms affected, such as French construction materials company Saint Gobain ( SGOB.PA ) and Mondelez International Inc ( MDLZ.O ), which owns chocolate brand Cadbury, also have operations in the country.

Maersk was one of the first global firms to be taken down by the cyber attack and its operations at major ports such as Mumbai in India, Rotterdam in the Netherlands and Los Angeles on the U.S. west coast were disrupted.

Other companies to succumb included BNP Paribas Real Estate ( BNPP.PA ), a part of the French bank that provides property and investment management services.

The international cyber attack hit our non-bank subsidiary, Real Estate. The necessary measures have been taken to rapidly contain the attack, the bank said on Wednesday.

Production at the Cadbury factory on the Australian island state of Tasmania ground to a halt late on Tuesday after computer systems went down.

Russia s Rosneft, one of the world s biggest crude producers by volume, said on Tuesday its systems had suffered serious consequences but oil production had not been affected because it switched to backup systems.

    Small-Business Loans – 3 ways to get a loan, loan for small business.#Loan #for #small #business

    3 ways to get a small-business loan

The recovering economic environment has meant that small businesses have had to be more creative when looking for loans.

However, companies with sound business strategies still can borrow. Options include loans from traditional banks and institutions affiliated with the Small Business Administration, as well as financing from Internet-based lenders.

“For creditworthy, high-scoring small businesses, there is money available,” says George Cloutier, CEO of American Management Services, a consultant to small businesses.

    Bank loans

The best place to get a small-business loan is still a bank, says Cloutier. Banks typically offer the lowest interest rates and many have established reputations as trustworthy lenders.

“Many small businesses try three or four banks and then stop looking,” Cloutier says. A more persistent approach has better odds of success.

    Calculate business loan payment

Want to calculate your small-business loan payment? Go to Bankrate’s loan and amortization calculator.

“Take out the phone book, target 10 banks and work through that list,” he says.

That strategy worked for Michael McKean. He is founder of The Knowland Group, a company that helps hotels fill up their meeting space.

A few years ago, as the success of The Knowland Group grew, McKean began searching for a bank that would give the growing company expanded access to credit.

“We talked to every bank in our area, at least a dozen,” McKean says. “Many came back with proposals, but the terms were very onerous. Or sometimes they shifted terms.”

Finally, M T Bank came through.

“They just wanted to get our business,” McKean says.

McKean says his company did not approach M T any differently than it had approached the other banks. It was just a matter of being persistent until the right deal came along, he says.

“We did everything right, approaching the right person at each bank,” he says. “We’re a profitable business. I think it was just the … credit crunch that prevented us from getting a loan.”

Cloutier says the key to success with banks is to show past profitability, and to describe a well thought-out plan for future profits.

“If you aren’t making a profit now, you must be able to tell the bank how you will change that in the short term, or you really won’t be able to get a loan,” he says.

He also recommends that businesses start small in their loan requests.

“If you need money for four trucks, ask for two,” Cloutier says. “The bigger the loan request, the harder it is to get it approved.”

    SBA loans

Another way to find a bank loan is through the Small Business Administration, or SBA. The SBA can direct you to banks that offer loans guaranteed by the agency. This way, you’ll have the advantage of approaching banks specifically interested in lending to small businesses.

Interested businesses should contact the SBA office nearest to them, which can be found on the agency’s website. Jeanne Hulit, the SBA’s acting administrator, urges businesses to seek a bank that is an experienced SBA lender.

Banks granting SBA loans place increased emphasis on business plans, cash flow and profit forecasts in deciding whether to lend, she says. The SBA also can refer businesses to free counseling centers to improve their performance.

    Online opportunities

Another source for loans is the Internet. There are several sites where businesses can seek alternative lenders, such as individuals and small companies.

Interest rates are generally a little higher than what a bank will charge, but it’s much less than what you’ll have to pay on many credit cards.

Look around at different sites, some may charge a one-time fee to list your business, while others are free to list but might have fees reflected in loan rates.

If you’re going to list your company on one of these sites, describe your business in clear and concise language.

Lastly, make sure to investigate the company you are looking to post your business on. These kinds of companies were successful in 2008 and during the recession, but times have changed. Many have since gone out of business. Before paying for anything, make sure the company is legit.

    Jasmine Lawrence

    Entrepreneurial Journey

When Jasmine completed her NFTE BizCamp and pitched her first business, she didn’t place first, second, or third in her camp’s competition. What she won was more valuable—confidence in her ability to start a new enterprise. Applying what she learned, Jasmine launched Eden Bodyworks, whose products now live at your local Walmart, Walgreens, and other leading retailers. Jasmine also had a passion for technology—so she studied engineering in college and graduate school, worked for Microsoft, and now works in robotics while overseeing her company.

    Entrepreneurial Journey

With the help of his NFTE class, Evin launched his first business at the age of 16 with less than $100 in savings. Evin went on to apply his entrepreneurial mindset at Syracuse University, earning bachelor’s and master’s degrees. While a technology consultant, Evin learned that only 1% of NYC public-school students learn about computing or information systems. In response, he co-founded New York On Tech (NYOT), creating pathways for under-represented students into tech degrees and careers. Evin also serves as an adviser to early stage technology, education, and social impact organizations.

  • Buying Local: How It Boosts the Economy, buying a business.#Buying #a #business

Buying Local: How It Boosts the Economy

“Buy Local” you see the decal in the store window, the sign at the farmer’s market, the bright, cheerful logos for Local First Arizona, Think Boise First, Our Milwaukee, and homegrown versions across the states. The apparent message is “let’s-support-local-business”, a kind of community boosterism. But buying close to home may be more than a feel-good, it’s-worth-paying-more-for-local matter. A number of researchers and organizations are taking a closer look at how money flows, and what they’re finding shows the profound economic impact of keeping money in town and how the fate of many communities around the nation and the world increasingly depend on it.

At the most basic level, when you buy local more money stays in the community. The New Economics Foundation, an independent economic think tank based in London, compared what happens when people buy produce at a supermarket vs. a local farmer’s market or community supported agriculture (CSA) program and found that twice the money stayed in the community when folks bought locally. “That means those purchases are twice as efficient in terms of keeping the local economy alive,” says author and NEF researcher David Boyle. (See the top 10 food trends of 2008.)

Indeed, says Boyle, many local economies are languishing not because too little cash comes in, but as a result of what happens to that money. “Money is like blood. It needs to keep moving around to keep the economy going,” he says, noting that when money is spent elsewhere at big supermarkets, non-locally owned utilities and other services such as on-line retailers “it flows out, like a wound.” By shopping at the corner store instead of the big box, consumers keep their communities from becoming what the NEF calls “ghost towns” (areas devoid of neighborhood shops and services) or “clone towns”, where Main Street now looks like every other Main Street with the same fast-food and retail chains.

According to Susan Witt, Executive Director of the E.F. Schumacher Society, “buy local” campaigns serve another function: alerting a community about gaps in the local market. For instance, if consumers keep turning to on-line or big-box stores for a particular product say, socks this signals an opportunity for someone local to make and sell socks. This is the way product innovations get made, says Witt. “The local producer adds creative elements that make either the product or materials used more appropriate to the place.” For example, an area where sheep are raised might make lambs wool socks and other goods.

The point is not that communities should suddenly seek to be self-sufficient in all ways, but rather, says Boyle, “to shift the balance. Can you produce more locally? Of course you can if the raw materials are there, and the raw materials are often human beings.”

And what about that higher cost of local goods? After all, big-box stores got to be big because their prices are low. Susan Witt says that the difference falls away once you consider the increase in local employment as well as the relationships that grow when people buy from people they know. (Plus, one could argue, lower transportation, and therefore environmental, costs, and you know what you’re getting which as we’ve recently seen with suspected contamination in toys and other products from China, can be a concern.)

There’s also the matter of local/regional resilience. Says Witt: “While now we’re largely a service-providing nation, we’re still just a generation away from being a nation of producers. The question is: what economic framework will help us reclaim those skills and that potential.” Say, for example, the exchange rates change or the price of oil rises (and it has started to creep up, if not at last summer’s pace) so that foreign-made goods are no longer cheap to import. We could find ourselves doubly stuck because domestic manufacturing is no longer set up to make all these products. While no community functions in isolation, supporting local trade helps “recreate the diversity of small businesses that are flexible and can adjust” to changing needs and market conditions, says Witt. (Read “How to Know When the Economy Is Turning Up.”)

Another argument for buying local is that it enhances the “velocity” of money, or circulation speed, in the area. The idea is that if currency circulates more quickly, the money passes through more hands and more people have had the benefit of the money and what it has purchased for them. “If you’re buying local and not at a chain or branch store, chances are that store is not making a huge profit,” says David Morris, Vice President of the Institute for Local Self-Reliance, a nonprofit economic research and development organization based in Minneapolis and Washington, D.C. “That means more goes into input costs supplies and upkeep, printing, advertising, paying employees which puts that money right back in the community.”

One way to really make sure money stays in the community is through creating a local currency. Christian Gelleri, a former Waldorf high school teacher in the Lake Chiem area in Germany, has launched a regional currency, the Chiemgauer, equivalent in value to the Euro. According to Gelleri, the Chiemgauer, accepted at more than 600 businesses in the region and with about $3,000,000 Euros worth in circulation, has three times the velocity of the Euro, circling through the economy an average of 18 times a year as opposed to 6. One reason for the fast turnaround is that the Chiemgauer is designed to encourage spending: there is a 2% demurrage fee for holding onto the bills beyond three months.

As an economic principle, velocity has been considered a constant. According to Gelleri, it was stable in the 1950s, ’60s, and ’70s but starting in the ’80s velocity has decreased as more money has been diverted to the financial sector. This scenario may benefit financial centers, but money tends to drain away from other places. Gelleri says that both the Euro and the U.S. dollar have slowed way down. “In the last several months velocity has declined sharply because there’s less GDP and more money,” he says. “The money doesn’t flow. More money is being printed, but it’s not going into circulation.”

As the nation limps through the recession, many towns and cities are hurting. “Buy-local” campaigns can help local economies withstand the downturn. Says Boyle: “For communities, this is a hopeful message in a recession because it’s not about how much money you’ve got, but how much you can keep circulating without letting it leak out.”

  • New ATM Machine ADA Standards – ATM Depot, atm machine business.#Atm #machine #business

    New ATM Machine ADA Standards

A new law affecting ATM machines has passed under the Americans With Disabilities Act (ADA) and went into effect on March 15, 2012. The new ATM machine ADA standards required full compliance by the deadline date of March 15, 2012.

If you are an ATM Operator, an ATM company or a retail merchant operating one or many ATM machines, these new requirements will affect every active terminal in your ATM portfolio or retail location.

Today I m going to tell what you need to know about these upcoming changes and how it will impact your business.

Starting on March 15, 2012 customers with disabilities should find using an ATM easier than ever before. Regardless of whether you agree or disagree with this new ADA requirement your ATMs must be in compliance by March 15th.

Some ATM machines may require that you make enhancements to the way your customers physically access and interact with your ATM machines. Some of the new design standards and requirements include:

The reach requirement will change from a height of 54 to 48 to the top working button. This will help to ensure customers can easily access the input controls of the ATM. The exception to this change is drive thru ATMs.

    Atm machine business

The area in front of the machine needs to equal 48 x 48 (16 square feet).

    Atm machine business

One unobstructed side of the clear floor space must adjoin an accessible route or another clear floor space leading up to the ATM and connecting to the clear floor space in front of the ATM. This is for wheel chair accessibility.

    Atm machine business

All ATMs must be speech enabled to service visually impaired customers. This may require a 3.5mm female jack be accessible for head phones.

    Atm machine business

Visibility from 40 above the center of the floor in front of the ATM, characters on the screen must be in San Sarif font. A minimum of 3/16 high and must contrast with their background.

Braille Instructions to initiate the aforementioned voice guidance feature must also be provided.

    Atm machine business

Function keys must be designed to contrast visually from their background surfaces.

Input device controls must be tactically discernible, meaning the key surfaces must be raised above the surrounding surfaces.

    Atm machine business

Keypads must be arranged in an ascending or descending layout. The enter key should be marked with a raised circle, the clear key with a raised left arrow, and the cancel key should be marked with a raised X. The add value key should be marked with a raised plus sign and the decrease value key should be marked with a raised minus sign.

    Atm machine business

    Atm machine business

These laws will be applied to all lobby and walk up thru-the-wall ATMs. There will be no safe harbor granted for existing units and no grandfathering of currently deployed machines.. While there are many ATM operators and banks taking a “wait and see” attitude this could potentially be a costly proposition as any ATMs that don’t meet ADA standards by the 2012 deadline could result in a civil penalty of up to $55,000 for a first offense and double that amount for subsequent offenses.

ATMDepot suggests you take this opportunity to inventory your existing ATMs and record the manufacturer, model number, and year manufactured. It would also be wise to note each terminals software and speech capabilities.

If you need help, we suggest you check with your respective vendors for more details regarding upgradability and cost. ATMDepot is able to offer several upgrade kits and exceptional pricing on new replacement ATMs in cases where you need to upgrade or replace entire machines (generally older ATM models) in order to be compliant.

Be especially careful of used or previously refurbished ATM machines at this time as there are a lot of non-compliant machines on the market that cannot be setup. Make sure the ATM you plan to purchase, especially if it’s used or refurbished, is already completely upgraded or compliant with new ADA standards. All new machines shipped from ATM manufacturers today come fully ADA compliant.

The Business grants and funding available to UK small businesses, government grants for small businesses.#Government #grants #for #small #businesses

    Government Grants

The government grants section has a wealth of articles and advice on how UK small businesses can get a grant from both the public and private sector, along with helpful guides on the different types of business grants and funding available to business owners starting and running a business.

A small business grants guide for 2017

Here, Peter Fleming takes a look at a range of options for funding your business through grants this year.

There are many European and UK-wide government business grant schemes; there are also local business funding schemes provided through Local Enterprise Partnerships (LEPs) or through local authorities and organisations such as the Chambers of Commerce. However there were 512 registered schemes at the last count! So a good place to start your research is on the government website.

Business grants are available at a local and national level and usually sector specific. They offer between £1,000 and £100,000 for SMEs, but funds can be unlimited for larger businesses within EU state aid programmes.

With grants you don’t pay the money back. However, it’s worth noting there will be clawback terms if you falsify claims in respect to expected outputs set by the grant scheme. Therefore, ensure your application is captivating and thorough as it will go through a due diligence process.

Normally there are two stages, submitting an Expression of Interest (EOI) to ensure your business and grant application meets the scope of the grant call and then a full application process whereby you will need to supply, market research, a business plan and at least 1-3 years of financial forecasts.

Throughout the process, you will need to justify there is additionality i.e. not just the reason why you need funding, but by obtaining a grant, how many new jobs you will create, if you’re opening up new markets or export opportunities or that your idea could be a game changer.

It is always worth getting a second opinion regarding the feasibility and strength of your application against the grant objectives and any regional strategic economic plan. Therefore speak to your accountant, a local business adviser or the Growth Hub.

The larger grant opportunities can be competitive and therefore be a long-drawn-out process, taking several months in some cases to receive just an offer. So if you are looking for subsidies and money quickly a grant may not be the right solution for your business.

It is also worth noting if your application is successful, grant moneys are not paid upfront but claimed normally at the back end of the project or even after any intervention is completed.

Therefore you will need to use your own cash reserves and any other funding prior to drawing down the grant money. I have even known businesses take out bridging loans till they have received their grant funds.

    Some key areas of your business whereby you could access business advice or a grant;

Business advice and support, whether you are pre-start, a new start or an established business, there are regional Business Growth Hubs across the UK whereby you can obtain free or funded advice. You can normally obtain specialist support to devise a business growth strategy, do market research to create a sales and marketing plan, implement social media management or even get advice on how to apply for further funding.

Note each UK region may have a focus on specific business sectors, business sizes and locations, as eligibility can be even post code specific.

    Skills and development government grants

The Skills Funding Agency oversees the current apprenticeship scheme, however on May 1st 2017 the new Apprenticeship Levy scheme starts whereby your business could access subsidised training and development to upskill existing employees to even Master’s degree level.

Many regional Universities, Colleges and further education organisations will be offering a multitude of subsidised short courses or funded degree level programmes which will help you develop your existing staff to be the managers and directors of the future.

If your business is within a rural development area and looking to grow, invest in infrastructure, machinery or seek specialist advice to diversify. Or if your business is involved with forestry and land projects the government have a scheme called LEADER managed through Local Action Groups.

The Carbon Trust Green Business Fund is a new energy efficiency support service for small and medium-sized companies in England, Scotland and Wales.

It provides direct funded support through energy assessments, training workshops, equipment procurement support and up to £10,000 capital contribution towards the purchase of energy saving equipment.

Manufacturing is an area which is increasingly supported through grant schemes. Therefore if you manufacture textiles, specialist tooling, operate in the digital market, within the nuclear supply chain or need support for international trade, or manufacture in many other sectors, there is likely to be a grant scheme that your business can access.

    Innovation, Research and Development

Innovate UK, offers support and funding to help businesses develop new products and services and bring them closer to market, this may be to bring people together to share ideas, tackle challenges and make new technological advances.

They targets technologies and areas with the greatest scope to improve business, the economy and society.

    Local Enterprise Partnership

For anyone looking for grants at the moment, the go-to people will be their Local Enterprise Partnership (LEP). One of the main functions of the LEPS is to generate economic growth and so many have their own grants programmes.

In addition, most provide some form of business support and advice. As part of the business advice service they collate information on local and national grants and will signpost business owners to the relevant organisations.

Another great source of information is the government ‘Business is Great’ website which has a page dedicated to a number of funds to support innovation.

There is also is an EU tool which does a better job than anything I’ve seen of clarifying what finance is available across the EU including although is does require some persistence in searching to get to the information.

For companies and individuals with ground breaking research which may require significant funding there is also Horizon 2020:

Grant funding is not for everyone but could give your business the boost it needs. Proper preparation, thorough research, getting professional advice and being able to clearly explain why you require your grant funding is more likely to lead to a successful application. And, as a result, help you obtain the financial support for a better, bigger and more profitable business for you.

Free Parking Comes at a Price, new business idea.#New #business #idea

    The New York Times

Why Free Parking Comes at a Price

IN our society, cars receive considerable attention and study — whether the subject is buying and selling them, the traffic congestion they cause or the dangerous things we do in them, like texting and talking on cellphones while driving. But we haven’t devoted nearly enough thought to how cars are usually deployed — namely, by sitting in parking spaces.

Is this a serious economic issue? In fact, it’s a classic tale of how subsidies, use restrictions, and price controls can steer an economy in wrong directions. Car owners may not want to hear this, but we have way too much free parking.

Higher charges for parking spaces would limit our trips by car. That would cut emissions, alleviate congestion and, as a side effect, improve land use. Donald C. Shoup, professor of urban planning at the University of California, Los Angeles, has made this idea a cause, as presented in his 733-page book, “The High Cost of Free Parking.”

Many suburbanites take free parking for granted, whether it’s in the lot of a big-box store or at home in the driveway. Yet the presence of so many parking spaces is an artifact of regulation and serves as a powerful subsidy to cars and car trips. Legally mandated parking lowers the market price of parking spaces, often to zero. Zoning and development restrictions often require a large number of parking spaces attached to a store or a smaller number of spaces attached to a house or apartment block.

If developers were allowed to face directly the high land costs of providing so much parking, the number of spaces would be a result of a careful economic calculation rather than a matter of satisfying a legal requirement. Parking would be scarcer, and more likely to have a price — or a higher one than it does now — and people would be more careful about when and where they drove.

The subsidies are largely invisible to drivers who park their cars — and thus free or cheap parking spaces feel like natural outcomes of the market, or perhaps even an entitlement. Yet the law is allocating this land rather than letting market prices adjudicate whether we need more parking, and whether that parking should be free. We end up overusing land for cars — and overusing cars too. You don’t have to hate sprawl, or automobiles, to want to stop subsidizing that way of life.

As Professor Shoup wrote, “Minimum parking requirements act like a fertility drug for cars.”

Under a more sensible policy, a parking space that is currently free could cost at least $100 a month — and maybe much more — in many American cities and suburbs. At the bottom end of that estimate, if a commuter drives to work 20 days a month, current parking policy offers a subsidy of $5 a day — which is more than the gas and wear-and-tear costs of many round-trip commutes. In essence, the parking subsidy outweighs many of the other costs of driving, including the gasoline tax.

In densely populated cities like New York, people are accustomed to paying high prices for parking, which has helped to encourage a relatively efficient, high-density use of space. Yet even New York is reluctant to enact the full social cost of the automobile into policy. Proposals to impose congestion fees have failed politically, and on-street parking is priced artificially low.

Manhattan streets are full of cars cruising around, looking for cheaper on-street parking, rather than pulling into a lot. The waste includes drivers’ lost time and the costs of running those engines. By contrast, San Francisco has just instituted a pioneering program to connect parking meter prices to supply and demand, with prices being adjusted, over time, within a general range of 25 cents to $6 an hour.

Another common practice in many cities is to restrict on-street parking to residents or to short-term parkers by imposing a limit of, say, two hours for transients. That makes parking artificially easy for residents and for people who are running quick errands. Higher fees and permit prices would help shore up the ailing budgets of local governments.

Many parking spaces are extremely valuable, even if that’s not reflected in current market prices. In fact, Professor Shoup estimates that many American parking spaces have a higher economic value than the cars sitting in them. For instance, after including construction and land costs, he measures the value of a Los Angeles parking space at over $31,000 — much more than the worth of many cars, especially when considering their rapid depreciation. If we don’t give away cars, why give away parking spaces?

Yet 99 percent of all automobile trips in the United States end in a free parking space, rather than a parking space with a market price. In his book, Professor Shoup estimated that the value of the free-parking subsidy to cars was at least $127 billion in 2002, and possibly much more.

PERHAPS most important, if we’re going to wean ourselves away from excess use of fossil fuels, we need to remove current subsidies to energy-unfriendly ways of life. Imposing a cap-and-trade system or a direct carbon tax doesn’t seem politically acceptable right now. But we can start on alternative paths that may take us far.

Imposing higher fees for parking may make further changes more palatable by helping to promote higher residential density and support for mass transit.

As Professor Shoup puts it: “Who pays for free parking? Everyone but the motorist.”

Tyler Cowen is a professor of economics at George Mason University.

The Open-Office Trap, The New Yorker, new business idea.#New #business #idea

    The Open-Office Trap

    New business idea

    New business idea

In 1973, my high school, Acton-Boxborough Regional, in Acton, Massachusetts, moved to a sprawling brick building at the foot of a hill. Inspired by architectural trends of the preceding decade, the classrooms in one of its wings didn’t have doors. The rooms opened up directly onto the hallway, and tidbits about the French Revolution, say, or Benjamin Franklin’s breakfast, would drift from one classroom to another. Distracting at best and frustrating at worst, wide-open classrooms went, for the most part, the way of other ill-considered architectural fads of the time, like concrete domes. (Following an eighty-million-dollar renovation and expansion, in 2005, none of the new wings at A.B.R.H.S. have open classrooms.) Yet the workplace counterpart of the open classroom, the open office, flourishes: some seventy per cent of all offices now have an open floor plan.

The open office was originally conceived by a team from Hamburg, Germany, in the nineteen-fifties, to facilitate communication and idea flow. But a growing body of evidence suggests that the open office undermines the very things that it was designed to achieve. In June, 1997, a large oil and gas company in western Canada asked a group of psychologists at the University of Calgary to monitor workers as they transitioned from a traditional office arrangement to an open one. The psychologists assessed the employees’ satisfaction with their surroundings, as well as their stress level, job performance, and interpersonal relationships before the transition, four weeks after the transition, and, finally, six months afterward. The employees suffered according to every measure: the new space was disruptive, stressful, and cumbersome, and, instead of feeling closer, coworkers felt distant, dissatisfied, and resentful. Productivity fell.

In 2011, the organizational psychologist Matthew Davis reviewed more than a hundred studies about office environments. He found that, though open offices often fostered a symbolic sense of organizational mission , making employees feel like part of a more laid-back, innovative enterprise , they were damaging to the workers’ attention spans, productivity, creative thinking, and satisfaction. Compared with standard offices, employees experienced more uncontrolled interactions, higher levels of stress, and lower levels of concentration and motivation. When David Craig surveyed some thirty-eight thousand workers, he found that interruptions by colleagues were detrimental to productivity, and that the more senior the employee, the worse she fared .

Psychologically, the repercussions of open offices are relatively straightforward. Physical barriers have been closely linked to psychological privacy, and a sense of privacy boosts job performance . Open offices also remove an element of control, which can lead to feelings of helplessness. In a 2005 study that looked at organizations ranging from a Midwest auto supplier to a Southwest telecom firm, researchers found that the ability to control the environment had a significant effect on team cohesion and satisfaction. When workers couldn’t change the way that things looked, adjust the lighting and temperature, or choose how to conduct meetings, spirits plummeted.

An open environment may even have a negative impact on our health. In a recent study of more than twenty-four hundred employees in Denmark, Jan Pejtersen and his colleagues found that as the number of people working in a single room went up, the number of employees who took sick leave increased apace. Workers in two-person offices took an average of fifty per cent more sick leave than those in single offices, while those who worked in fully open offices were out an average of sixty-two per cent more.

But the most problematic aspect of the open office may be physical rather than psychological: simple noise. In laboratory settings, noise has been repeatedly tied to reduced cognitive performance. The psychologist Nick Perham, who studies the effect of sound on how we think, has found that office commotion impairs workers’ ability to recall information, and even to do basic arithmetic. Listening to music to block out the office intrusion doesn’t help: even that, Perham found, impairs our mental acuity. Exposure to noise in an office may also take a toll on the health of employees. In a study by the Cornell University psychologists Gary Evans and Dana Johnson, clerical workers who were exposed to open-office noise for three hours had increased levels of epinephrine—a hormone that we often call adrenaline, associated with the so-called fight-or-flight response. What’s more, Evans and Johnson discovered that people in noisy environments made fewer ergonomic adjustments than they would in private, causing increased physical strain. The subjects subsequently attempted to solve fewer puzzles than they had after working in a quiet environment; in other words, they became less motivated and less creative.

Open offices may seem better suited to younger workers, many of whom have been multitasking for the majority of their short careers. When, in 2012 , Heidi Rasila and Peggie Rothe looked at how employees of a Finnish telecommunications company born after 1982 reacted to the negative effects of open-office plans, they noted that young employees found certain types of noises, such as conversations and laughter, just as distracting as their older counterparts did. The younger workers also disparaged their lack of privacy and an inability to control their environment. But they believed that the trade-offs were ultimately worth it, because the open space resulted in a sense of camaraderie; they valued the time spent socializing with coworkers, whom they often saw as friends.

That increased satisfaction, however, may merely mask the fact that younger workers also suffer in open offices. In a 2005 study , the psychologists Alena Maher and Courtney von Hippel found that the better you are at screening out distractions, the more effectively you work in an open office. Unfortunately, it seems that the more frantically you multitask, the worse you become at blocking out distractions. Moreover, according to the Stanford University cognitive neuroscientist Anthony Wagner, heavy multitaskers are not only “more susceptible to interference from irrelevant environmental stimuli” but also worse at switching between unrelated tasks. In other words, if habitual multitaskers are interrupted by a colleague, it takes them longer to settle back into what they were doing. Regardless of age, when we’re exposed to too many inputs at once—a computer screen, music, a colleague’s conversation, the ping of an instant message—our senses become overloaded, and it requires more work to achieve a given result .

Though multitasking millennials seem to be more open to distraction as a workplace norm, the wholehearted embrace of open offices may be ingraining a cycle of underperformance in their generation: they enjoy, build, and proselytize for open offices, but may also suffer the most from them in the long run.
