Grants for starting a business: What small business grants are available?

If you’re a small business owner or thinking of starting a business, finance is probably your biggest concern. You may be wondering if there is any funding available for start-ups.

The simple answer is yes, but getting your hands on it can be a complicated and rather stressful process. There are countless schemes, each with their own set of criteria, which you can apply for when you’re on the verge of starting a business.

Start-up funding is out there to be claimed, yet every year we receive stories of piles of cash sitting in accounts and not being invested. It’s not because you don’t need the cash, but it’s because navigating through the grants jungle can leave you wishing you were still employed.

Types of business support

All publicly funded schemes are designed to encourage new and growing businesses, to bring wealth and ultimately create jobs. To help achieve this the government makes available a portion of taxpayers’ money to help and encourage enterprise through small business grants.

This cash gets distributed through a variety of ministries, departments, agencies and quangos on a national and local basis. Most businesses are eligible at any one time to apply for a number of different business start-up grants and support schemes which are distributed in a wide variety of forms.

What organisations provide small business grants?

The three main sources of grants for start-ups and small businesses come from:

  1. The government
  2. The European Union
  3. The local authority

Government grants for small businesses

Government grants for small businesses are available from the UK government, the Scottish Parliament, and the Welsh and Northern Ireland Assemblies. There are over 100 different government bodies which will offer different forms of funding based on specific criteria and objectives. There are often over 3,000 grant schemes running for UK start-ups at any one time, so it can be a confusing process for business owners to decide which organisations to contact.

Here are the main government organisations who offer grants to small businesses:

European Union grants for small businesses

Despite Brexit, UK start-ups and small businesses can still apply for and receive funding from the European Commission until the UK officially leaves the EU. The EU, via the European Commission, administers a number of schemes through structural funds made up of:

Local authority business grants

As well government and European funding, a number of locally-based organisations can also provide your start-up with capital.

Specifically to support and encourage enterprise at a local level, there are currently 38 Local Enterprise Partnerships (LEPs) across England.

Similarly, the government-backed £3.2bn Regional Growth Fund supports projects and programmes that are already in the process of raising private investment.

Type of government business grants available

Direct grant

This is a cash award, which is usually given out for activities such as training, employment, export development, recruitment and capital investment projects. With a direct grant most schemes usually require the company involved to put up around 50% of the cost.

The government s ‘business finance support finder’ directory has over 300 direct grants agencies listed such as UK business “innovation” organisation the Technology Strategy Board. The directory also features various local grants providers which are facilitated by the government’s £3.2bn Regional Growth Fund, such as Catalyst for Growth which has direct grants of £5,000 to £500,000 available for chemical start-ups launching in the North West of England.

Soft loan

A soft loan is a special type of grant where the terms and conditions of repayment are more generous (or softer) than they would be under normal financial circumstances. So, for example, the interest rates may be less, or there may be no interest to pay at all, and the repayment terms could also be for a longer period.

There are hundreds of organisations that offer soft loans and guarantees but the most notable is government-funded scheme Start Up Loans which offers new businesses loans of up to £25,000 for 6% interest with a 12 month repayment “holiday”.

If you’re starting a social enterprise or charity there are organisations such as Big Issue Invest, the investment arm of the Big Issue, which has soft loans from £50,000 to £1m available for positive impact, socially-driven entrepreneurs and also operates ‘participation loans’ where repayment is linked to future performance of the enterprise.

For young entrepreneurs aged between 18-30, The Prince s Trust provides soft loans of up to £4,000, as well as support for your business idea, with interest capped at 3% and repayments spread over a period of two to five years.

Equity finance

With equity finance a capital sum is injected into the business and the provider of the funds takes an equity share of the enterprise. When the value of the firm increases the stake can then be returned. However, unlike venture capitalists, the expectations and requirements of the providers of public funds are usually less demanding.

It is also worth noting the government Enterprise Investment Scheme (EIS) and Seed Enterprise Investment Scheme (SEIS) which help companies raise finance by providing tax relief to investors who buy a share in your business.

Free or subsidised consultancy

Start-ups can often find themselves in the situation where they are lacking a particular set of skills and there are some specially run schemes which provide this knowledge either for free or at subsidised rates. For instance, the Welsh government runs a business support service offering free, independent advice on starting a business and operates an instant hotline for business queries.

Access to resources

As with a lack of skills, it can be the case that start-ups do not possess the physical resources or facilities they need in order to develop particular projects. In the same way there are a number of initiatives, particularly incubator and accelerator schemes, that can help overcome these concerns by providing access to publicly owned facilities. One such initiative is the department for business, innovation and skills’ (DBIS) GrowthAccelerator which provides advice and coaching to fast-growth businesses with fewer than 250 employees.

Technology and Best Practice transfer

The transfer of technological advances and new best practice initiatives can often take a long time filtering down to smaller businesses. The government has set up schemes which aim to overcome this through business support networks and there is now a number of well-established best practice initiatives such as Investors in People (IIP), which specialises in business tools and resources.

Cost sharing

When it comes to research and development, the costs involved can prevent small firms from taking part. However, by sharing the costs with other businesses, and then sharing the expertise, this problem can be avoided.

Name Availability

Corporation, limited liability company and limited partnership names may be adopted as follows:

  • A corporation name may be adopted if the name is not the same as or too similar to an existing name on the records of the California Secretary of State or if the name is not misleading to the public.
  • A limited liability company name may be adopted if the name is distinguishable on the records of the California Secretary of State or if the name is not misleading to the public.
  • A limited partnership name may be adopted if the name is distinguishable on the records of the California Secretary of State.

When determining name availability, names are checked only against names of like entities registered with the California Secretary of State (e.g., a proposed corporation name is checked for availability only against other corporation names).

Names are not checked against trademark or service mark registrations or against fictitious business names. Laws relating to trademarks and service marks can be found in the California Business and Professions Code section 14200, et seq. and United States Code, Title 15, section 1051, et seq. Laws relating to fictitious business names (which are filed with the county in which the principal place of business is located) can be found in the California Business and Professions Code section 17900, et seq.

Prior to adopting a proposed name, the name may be checked for availability or reserved for a period of 60 days.

A preliminary search of corporation, limited liability company and limited partnership names already of record with the California Secretary of State can be made online through our Business Search. Stationery, signs, etc., should not be ordered and no financial commitments should be made until the appropriate formation, registration or change documents are submitted to and filed by the California Secretary of State.

Checking Name Availability

A free preliminary check of the availability of a name can be requested by mailing a completed Name Availability Inquiry Letter (PDF) to the California Secretary of State’s office in Sacramento. Email or online inquiries cannot be accepted at this time.

Checking the availability of a name does not reserve the name, has no binding effect on the California Secretary of State and does not confer any rights to a name.

Reserving a Name

A name can be reserved for a period of 60 days. Fees and instructions for reserving a name are included on the Name Reservation Request Form (PDF) . Email or online requests for name reservations cannot be accepted at this time.

The reservation can be renewed to the same applicant or for the benefit of the same party, but not for consecutive periods. (California Corporations Code section 201(c), 2601(c), 5122(c), 7122(d), 9122(c), 12302(d), 15901.09 or 17701.09.)

The reservation of a name does not guarantee the name meets all federal and state requirements related to a specific entity type. Names are reviewed for compliance at the time documents are submitted to the California Secretary of State’s office for filing.

Foreign Name Registration

If the name is available for use in California, to protect the name for future use, a foreign (not California) corporation that is (1) not registered with the California Secretary of State and (2) not transacting intrastate business in California, can register the corporate name with the Secretary of State by filing a Registration of Corporate Name by Foreign Corporation (PDF) .

  • The registration is effective until the close of the calendar year in which the application for registration is filed. A corporation may renew its registration by filing a new form between October 1 and December 31 of each year. The renewal, when filed, extends the registration for the following calendar year.
  • A certificate by an authorized public official of the state or place of incorporation, to the effect that the corporation is an existing corporation in good standing in that state or place, must be attached to the Registration of Corporate Name by Foreign Corporation form at the time of filing with the California Secretary of State.
  • The Registration of Corporation Name By Foreign Corporation form may be used for the initial registration or for renewal if the foreign corporation has previously registered its corporate name with the California Secretary of State.

To cancel a foreign name registration before the close of the calendar year, a Certificate of Cancellation of Foreign Name Registration (PDF) can be filed with the California Secretary of State.

Prepay Priority Telephone Service

If you frequently check for name availability or reserve corporation, limited liability company or limited partnership names, you may want to establish a prepay account with the California Secretary of State for Priority Telephone Service.

Priority Telephone Service requires a minimum deposit of $100.00, although a calculation of your expected usage may require a larger amount of deposit. After establishing the account, you will be able to check for name availability or reserve a name by phone. A $4.00 fee will be charged to your account for each name availability search, and a $10.00 reservation fee will be charged to your account for each name reservation.

Turning your business into a franchise could enable fast expansion more economically than setting up branches. Figures from industry body, the British Franchise Association, show there were more than 901 franchisor brands in the UK in 2015 and 44,200 franchise outlets.

However, many business owners know little about franchising and they may be missing growth opportunities as a result.

Essentially, franchising allows you to increase your number of branches, but with part of the investment provided by their operators – your franchisees.

Peter Crolla chose franchising when he wanted to expand the family ice cream business. He tested the concept by running two pilot franchise outlets in Glasgow and 2016 decided to launch the Crolla’s Gelateria franchise.

“It took about six months to prepare for the launch, including creating a franchise management team and drawing up the franchise agreements, operations manuals and systems,” he says.

It cost around £60,000 to £70,000, but Mr Crolla says: “It is a lower-cost option than expanding through branches, because the franchisees fund their outlet fit-out, which is £150,000 to £200,000.”

It can also be faster than opening branches. Crolla’s already has two franchised outlets in Glasgow, others in Edinburgh and Aberdeen, and Mr Crolla expects to have eight by the end of the first quarter of 2018.

But not all businesses are suitable for franchising.

Suzie McCafferty, founder of franchise consultancy Platinum Wave, says: “Your underlying business must be successful, as you will be asking your franchisees to invest in it. If you cannot make a success of it, why assume they can?”

Your business must be proven to work, which is why you should run a pilot franchise. The business must be capable of being replicated in different locations and franchisees should be capable of learning your basic business methods fairly quickly.

A business that depends on your personal specialist knowledge, experience and contacts or requires qualifications which take years to acquire is unlikely to be suitable.

Franchising your business

Can you afford it?

While franchising involves using your franchisees’ money to expand your business, it still requires a significant investment from you.

Chris Roberts, director of Franchise Finance, which arranges finance for franchisors and franchisees, says: “You face the cost of creating the franchise business, including a feasibility study, franchise development plan, operations manual, financial projections, recruitment plan and more.

“Assuming you use qualified professionals to help you, it will probably cost around £30,000 to £40,000.”

It is also advisable to run at least one pilot franchise. “You need not do this, but banks are unlikely to lend to your franchisees if your model has not been tested and proven viable,” says Mr Roberts. The cost of running the pilot will vary according to set-up costs and working capital required.

In addition, you will need working capital to keep your business afloat until sufficient royalties start coming in from successful franchisees. “The additional working capital is likely to exceed the £30,000 to £40,000 initial set-up cost of the franchise,” says Mr Roberts.

“If you want to borrow to fund the transformation to a franchise, the maximum amount you can access is 50 per cent of the total cost, and you will need to demonstrate a robust and professionally produced business plan.”

Expect to be asked for personal guarantees backed by security, such as a charge on your home.

Going the franchise route also involves a degree of risk to your business, so legal protection is essential. “A legal agreement protects your business systems, products, brand and processes, so you can control your franchisees and ensure they follow your systems, standards and rules,” says Jane Masih, franchise specialist at solicitors Owen White.

“A basic set of legal agreements and advice for turning a small business into a franchise typically costs £4,000 to £5,000,” says Ms Masih.

It also pays to hire an experienced franchise manager to run the franchised arm of your business. While you may know a great deal about your company’s product or service, running a franchise is a specialist skill, which a limited number of people have. “Look for a manager with the Qualified Finance Professional qualification and a track record of success,” says Mr Roberts.

So when should you get started on a franchise project? Ms McCafferty says: “Your business must be ready, but so must you. When your business becomes a franchise, your role will change dramatically from independent business owner to franchisor. Are you ready to stop doing what you love?”
